Jim Richter used his position as executive director of EDHA to target specific applicants that were seeking assistance.

According to a staffer, Richter had little regard for rules or regulations.

In one instance, Richter instructed a subordinate to deny an applicant medical disability status, despite the applicant being eligible. The applicant was targeted because he used to date Richter’s daughter, the source said.

Richter is presently on paid administrative leave pending an investigation into EDHA loans that were never paid back.
